Most people in Tamil Nadu apply for a license through a driving school and avoid the written or on-line test. Surprisingly the application form also is filled by a driving school instructor.Almost all the applicants pay money to a driving school, visit the regional transport office to sign the register and get their learner's license. Driving schools should not be allowed to interfere in the application process”. Sivakumar, a motorist, who got the license recently, said that anyone can get license easily without even appearing for the test if he/she is an influential person or ready to give bribe.Conducting a driving test in city like Chennai is very difficult due to shortage of adequate land for it. Insufficient motor vehicle inspectors are another big headache, said an RTO employee.
